Biden Grade 13 - WASHINGTON, May 3 () - President Joe Biden called on wealthy Americans and corporations on Monday to pay their "fair share" to fund free community college and other benefits for workers in Virginia that boost his jobs and safety net plans.
Speaking at Tidewater Community College in the port city of Norfolk, Biden said his proposed expansion of America's public education system would rebalance the economy and benefit low-income Americans.

Biden said the United States could make two years of post-secondary education free by raising the top income tax rate in 2001. He proposes raising the top marginal rate for the wealthiest Americans from 37% to 39.6%.

"The choice is about who the economy serves. And that's why I plan to give working class people tax breaks and make everyone pay their fair share," he said.
The Democratic president faces significant opposition from Republicans over his tax-and-spend plans, along with his promise that individuals making less than $400,000 a year would not be affected. Democrats hold slim majorities in the US House and Senate.
Biden promised to work with lawmakers from both parties, but no Republicans voted for his $1.9 trillion pandemic relief package, the biggest legislative achievement of Biden's presidency so far.
If Republicans win control of one or both houses of Congress in the November 2022 elections, they could have less than two years to fulfill their major campaign promises.

The president and top administration officials are traveling the country to drum up enthusiasm for his proposals in hopes that public support will translate into Republican votes in Congress.

The school visits are part of a tour to sell Biden's $2.3 trillion plan to rebuild roads, broadband and other infrastructure and a social spending package that includes $1 trillion over 10 years for education and child care and $800 billion in tax credits for the environment - conditions. and families with low incomes.

President Joe Biden has praised America's K-12 education system for decades for fueling the country's economic growth, but on Wednesday he said the system no longer works.
Comparing America's education system to the rest of the world, the president said in an address to Congress on Wednesday: "The world has caught up or is catching up. They are not waiting. 12 years today is not enough. The rest of the world is in the 21st century."
The pandemic has taken a heavy toll on young people in America, and according to government data, almost half of high school graduates are out of work. A Pew Research Center analysis in April found that younger adults are more likely than older adults to lose their jobs during the pandemic.
According to another Pew analysis of federal labor data, 31 percent of 2020 graduates were unemployed last fall, up 9 percentage points from 22 percent for 2019 graduates. The center also reported in June that summer youth employment fell to a record low in 2020 due to the pandemic.

Workers without a college degree suffered the most, as they were more likely to work in jobs that typically cannot be telecommuted, such as hospitality, babysitting or retail, than those with a university degree.
Even for those without a college degree, wages have fallen over the years. According to Pew Research, the average high school graduate's income fell by about 10 percent between the mid-1960s and the mid-2010s. Students, meanwhile, have had increasing incomes in recent decades.
Biden's $1.8 trillion plan for American families hopes to address this widening gap and youth unemployment. A video posted on June 1 that falsely circulated on social media said Biden intended to extend high school education by another four years.
The video includes footage of Biden's address to Congress on April 28, when the president says, "I wonder if we think, as we did in the 20th century, that 12 years is enough in the 21st century. I doubt it. Twelve is the rest of the world in the 21st century. Today's years are not enough to compete. That's why my plan for American families guarantees four additional years of public education for everyone in America — let's start as soon as possible."

However, the video takes his comments out of context. The American Family Plan would authorize $200 billion for two years of free preschool for 3- and 4-year-olds and $109 billion for two years of free college for all Americans.
Investing in preschool education will help parents, especially mothers, return to work after having to leave work due to the demand for distance education during the Covid-19 crisis.
According to a White House news release, the plan would "invest to make college more affordable for low- and moderate-income students, including historically black colleges and universities (HBCUs), tribal colleges and universities (TCUs), and Hispanic institutions." -service organizations, such as Asian American and Pacific Islander serving organizations and other minority serving organizations (MSIs)."
The plan will also invest in teachers as well as students by improving training and support, the White House added.
